Paul Hadley's design won yet another state flag competition run by the Daughters of the American Revolution in 1916. His design is yellow on a blue field, with the Liberty Torch in the center. Thirteen stars representing the original states outline the design, with another five stars representing the next five states admitted in an inner circle.
